The concept for the ACD was created at the ASEAN Foreign Ministers' Meeting in Hanoi, Viet Nam in July 2001. It includes the ASEAN+3, South Asian and Central Asian economies. The first ACD Ministerial Meeting was held in June 2002 in Cha-Am, Thailand. The objective of ACD is to provide a forum for member countries to develop common approaches to issues of mutual interest, raise public awareness, and secure political support for such initiatives. ACD's 30 members are encouraged to volunteer as "prime movers" in various areas of cooperation and to develop each project to their mutual advantage. Asian Bond Market Development is one of the initiatives of ACD. Thailand has volunteered to be the "prime mover" in this area and has set up a Working Group on Financial Cooperation to work out a set of feasible guidelines for developing sound Asian bond markets.
