Nearly all securities in the Malaysian bond market are scripless, so securities transfers are conducted electronically. In the Real-Time Electronic Transfer of Funds and Securities (RENTAS) system under Bank Negara Malaysia (BNM), transfer instructions are handled on a trade-by-trade basis, with the transfer of securities simultaneous with the transfer of funds for payment.
Under the Payment Systems Act of 2003, BNM is the authority responsible for promoting the operation of the national payment and settlement systems.
BNM provides a guideline on securities borrowing and lending under the RENTAS, which was issued pursuant to Banking and Financial Institutions Act 1989. BNM has also published the rules for the Fully Automated System for Issuing/Tendering (FAST).
